Each member proves who they are once, so the register holds real people, once each.
“Give each family a food voucher that works only at approved shops.”
The voucher belongs to one verified person and can be spent only where you allow.
“Pay volunteers’ expenses when their coordinator approves the claim.”
The approval releases the payment, and both are on the record for your report.

Spending limits and permissions live in Neuro, not in what the AI wrote. If something goes wrong, the record shows who acted, who allowed it and what moved.
The rules are not written by your AI.
Who someone is, who approved them and how much they may spend are set in Neuro. No AI can write its way around them.
So what you build quickly is still something you can keep.

Try it: ask for more than the limit. Nothing moves, because a person set the limit and the AI never had permission to go past it.
The refusal is recorded too, which is exactly what an auditor wants to see.
